I've been to Ilocos Sur twice, but it was this tour with the travel agency when I visited some of its tourist spots and some of Norte's. Ilocos being in the northwestern part of Luzon makes it very accessible to Manila so it's crowded with tourists.
Quirino Bridge, Bantay, Ilocos Sur
We chose a 2-day 1-night tour package from Thorita Travel & Tours which includes transfer from Manila -Ilocos - Manila, guides, entrance fees and accommodation. The tour van left at 11pm, day before the tour starts, and we arrived at Vigan around 5am.

The tour schedule was on point, especially when we arrived at Vigan's Heritage Village with few tourists. The lights on the vintage streets made the village magical during dawn.
Church of Bantay Bell Tower, Bantay, Ilocos Sur
Hidden Garden, Vigan, Ilocos Sur
Since the tour package didn't cover our meals, the guide took us to Hidden Garden in Vigan. The food was okay, affordable with nature-y ambiance.
Pagburnayan, Vigan, Ilocos Sur
Ilocos is also rich in culture and industry, so our tour took us to Burnayan Pottery in Vigan. They taught us how pottery clay was being made, and they let us try.
Baluarte Zoo, Vigan, Ilocos Sur
Lastly for the Sur tour was Baluarte, then we headed to Norte.
The Sur part of the trip was quite short with only Vigan to see. I've been to Ilocos Sur before, and I know that they have great beaches with less crowd. So if you don't prefer joining tour agencies, explore more of Ilocos Sur; you might surprise yourself with a hidden gem.
